Issue with assigning, emails incoming and outgoing

We are having several issues:

1. Site Admins or Project Admins are unable to assign a user to the project card

2. When a card is created on the board the requester is not receiving an email notification of the card number

3. When a card is closed the requester is not receiving notification of the closed card.

For #2 and 3, I'd check the Notification Scheme for the project first.
make sure the Watchers and Reporters are assigned to the notification for "Issue Created" and "Issue Closed" if that's OK, then we'll probably check the email configuration.

Hi Sandra, hope this helps;

1 - check the project permissions, the user they are trying to assign the issue to must have "assignable user" permissions. Also the Admins must have "Assign Issues" permissions

If you need help finding/applying the permissions, let me know
