Issue with access to JIRA product for invited user

I have added an user to Jira through users section but still getting this error -->

The users is clearly added into the users list and has the same access as other users. What I'm doing wrong?

Welcome to the Atlassian Team. 

It is not enough for a user to appear in the User list. The user has to be a member of a group that is listed in the Product Access area for the Product to which you want them to have access.
