I have a user who is an Administrator for a project when she tries to run a user workload report she gets an error....The user you selected does not exist, or you do not have permission to select users.

You need to check that this user has the right to browse users. Go to admin -> global permissions to find it, and make sure she's in at least one of the groups named there.

Does she has the "Browse Users" global permission? Being an administrator does give you that automatically. Have a look at global permissions under Administration.
