Issue permissions based on Group

We'd like to set up a permission so that members of a group can only see issues that they are assigned to as the asignee.

The project will have more issues than that that our other devs will need to view, but out of all the issues, a group of people only need to see a few.

*Example breakdown:*

* 10 total issues on the project

* Group DEVS can see all 10 and any new issues, regardless of assignee

* Group CONTRACTORS can only see 4/10 issues, which the individual members of group CONTRACTORS are assignees on the issues.

Issue level security allows you to control who can see the issue.
