Issue pannel header is not fixed and it overlaps the iframe

Hi,
The Issue pannel header is not fixed and it overlaps the iframe. When we scroll the iframe gets placed on top and the header overlaps the iframe. I have attached the screenshots. Pls help us in resolving this issue
