Issue filter Assignee yields "No Matches"?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

When trying to search for all issues assigned to a particular individual the filter Assignee yields "No Matches" when typing the name nor does it drop down to show the entire list of users. The only available options are "Current User" and "Unassigned". When creating issues I can assign the issue to anyone in the company.

Looks like you do not have the "Browse Users" global permission: https://confluence.atlassian.com/display/JIRA/Managing+Global+Permissions
