Issue Webhook for issue update event not working consistently

Hi Community,
I'm facing issue with issue update event for Jira Cloud. Please note that it occurs sometimes. Issue update event is not triggered on any type of change in issue.

I've checked all the configurations or any potential reasons for that which this issue can happen. Also, note that all other events related issue are working fine. 

So, can anyone help me for finding out the root cause for this bug.

If you turn on logging for the webhooks in your atlassian-jira.log file, you might be able to see why the webhooks aren't triggering appropriately.

To set up logging, so into System > Logging and Profiling and add logging to the following package:   com.atlassian.webhooks

After doing that, you should see the logging in your atlassian-jira.log

Note that this is for Jira Data Center, so I don't know that it's exactly the same in Cloud, but I would imagine that it's pretty close.
