Issue Permissions - User Dependant

Hi, I am new to the Jira software and trying to figure out how to set up Permissions on the Issues so certain users of our Jira can see Issues assigned to them and others like management can see everything? I have had a look at the documentation but it's probably confused me more than anything! I would appreciate any help! Thanks!

The only option to hide certain issue from users in a project is by using Issue Level Security scheme which works based on issue type. Do you really need to hide issues based on assignment or would it suffice to restrict transitions based on assignment?

That sounds like something that would potentially work - what would be best way of implementing that? Would it take place automatically?
