Is there anyway to restrict users to send invitation to join the workspace?

There are 2 ways:
1. To restrict the User invites - you need to go to admin.atlassian.com and choose your organization
2. Go to Products -> User access settings
3. Within Jira Software choose in the dropdown menu "Don't allow invites"
Second way includes the invitation links, which is the tab next to the User invites:
Toggle off the invites for Jira Software.
