Is there anyway to prevent users from moving an unresolved issue directly to a resolved state?

We are finding users who have taken an unresolved issue and moved them to another issue type directly into a resolved state. This leaves us with issues appearing in a Done status, but unresolved. We would like to be able to not allow for this to occur.

You could change the Permission scheme and limit who can move an issue.

Yes, we could do that but we still want these users moving issues if they are entered on the wrong type initially. The problem is going right to a resolved resolution when moving where the resolution gets automatically added as a post move function. By moving directly to a resolved status, that post move never gets called leaving the issue in a final state but unresolved.
