Is there any "Issue type" for EST time default

I need to add as EST timing by default ..is it possible for forms.

Unfortunately I do not understand your inquiry here. The time zone default is based on a system setting for your site. With that said, can you explain a little bit more about what you're used cases and what you're trying to achieve?
