Is there any pricing cost for creating number of Site admins

Just wanted to know is there any additional charges if we give access as Site admin

Since our has already 4 site admins, is there any limit for Site admins pricing

For org administers is there any limit and pricing

No, the number of site/org admins doesn't affect your subscription cost, what affects the cost is the total number of users for each application.
