Is there an Issue search/picker custom field available?
Not natively, as a field.
But you can create issue links to other issues, which are more useful than just an issue picker, and the dialog for that is effectively a search.
In general, I see Nic's point, but when you combine that with other limitations on linked issues (i.e., Linked Issue's link types are only customizable at the global/server level, *not* per-project), then you have some requirements holes, or at least annoyances for some cases.
Disappointingly, it seems this was requested and declined years ago:
https://jira.atlassian.com/browse/JRASERVER-10666
If someone thinks it is worth revisiting, I would vote it up.

I agree with @Nic Brough -Adaptavist- on this one, but for some reason you want to have a custom field, I recommend the power custom fields plugin that we use: https://confluence.cprime.io/display/SIL/selectIssues
It allows you to filter issues with a JQL. You will need some basic scripting knowledge.

As Nic mentioned, this is not natively available. You can look for add-ons that provide such functionality.
Our add-on STAGIL Assets - Issue Links is one of them. Feel free to create a support ticket if you would like to have a demo of the product.

No, it's not. I would guess that you are looking at a system that has an app that provides those types of fields
