I have a requirement to create a number of onboarding sub-tasks in a parent ticket based on an employees department. I just wondered if there is a way to stop the sub-tasks incrementing the issue numbers within the project at all?

as far I know it's not possible as Sub-Task is just an Issue Type of Jira Issue, same as Task, Story etc.
If you need to decompose a task without creating new Jira Issues you can try to use some apps like checklists: https://marketplace.atlassian.com/search?query=checklist%20for%20jira

Once you get past the initial numbers (say, beyond 20), the neatness of your list will homogenize into a sturdy list of Jira-items, not the XYZ-1, XYZ-2, XYZ-3, XYZ-4 line of thought in your master plan to guide your project to success.
It'll grow on you, honestly
