Is there a way to stop advancing in the workflow if linked issues are not closed?

We link issues that are assocated to major features. Is there a way to prevent someone from closing or advancing in the workflow until those linked issues are closed? I see one for subtasks but not what i'm looking for.

Not possible on onDemand instance as customizations are not allowed. There is no default functionality that supports this.
