We've set time tracking up as a required field, but the developer estimate isn't added at the time the ticket is created. Developers only add their time estimate when they move the ticket into progress. To save time, is there a way to set the default value for time estimate to 0 when first creating the task?

You can try to set a post function (Update Issue Field) when creating an issue that sets the original estimate to 0.
