Unfortunately the labels field does not support history searches 
So I'm afraid there is no out of the box way of getting the desired result.
You could already start by filtering those issues that have the particular label assigned and which have not been updated since:
labels = "Particular-Label" AND updated >= "-24h"
Gives you all issues with the label Particular-Label which have been updated in the past 24 hours.
