Is there a way to perform a cloud-to-cloud migration without migrating all the users?

I am looking to perform a cloud-to-cloud migration using the 'Migrate Cloud Site' method documented in the link below:

The issue I'm running into is that I do not want to migrate all the users from the source to the destination instance. There is no way to unselect or specify no users to be migrated. I would ideally want to migrate all the users that are part of the migrated projects, or none at all.

Thank you for reaching out to the Atlassian Community!

When using the new feature “Migrate cloud site” all users and groups will be migrated to the destination site when migrating the projects and it’s not possible to select specific users or none.

There is a feature request suggesting improvements for that:
