Is there a way to migrate inline attachments of comments to different jira instance

I need to migrate certain issues from one Jira instance to another Jira instance. The two most critical piece of information that needs to be migrated are comments and attachments.
I'm able to do so using JRJC as long as comments don't have inline attachments. For inline attachments, the file is successfully getting attached to the issue in target system. However, when attachment is clicked, an error message is displayed that we can't load the image.
Any thoughts on how to migrate comments with inline attachments.
