Is there a way to make fields display for all users on "Create"?

Recently we updated the screen and field config for a Create on a specific project.  Is there a way for the Create form to automatically show the new configuration?

Currently, it seems that each user would need to follow these steps:

1. Click Create (+)
2. Click Configure fields (in top right corner)
3. Select all fields

Once they do that then the form will always show correctly.  

I am looking for a way for them to not need to do that.  Is it possible?  I could make them required fields so they cannot create, but most have a default value so that won't be ideal.

The only thing that I have found is to show each individual user how to set to "all field" instead of custom from the create screen. It is a bit annoying because the education is time-consuming and peeps don't remember if it is turned off.
