Is there a way to have different permission scheme for sub-tasks than issue types?

In JIRA On Demand, is there a way to disable the access of certain groups of users to the sub-tasks of a project, whilst they are still able to access the parent task?

No.

You can try to do things with issue level security, but it's nothing to do with issue type, and I don't think OnDemand will let you set it automatically (I've always had to install plugins to set security levels, and OnDemand has a limited list available).
