Is there a way to have a read-only for user without assigning them the jira software license?

I want to invite users to jira, assign them to a project but don't want them to do anything else but be able to follow the current process.

Is this possible without assigning them a software license?

You can allow "anonymous" access, but that opens it up to the whole world to see.

If you don't want to allow anonymous access, you have to give the user a licence so they can log in.
