Is there a way to dismiss/hide the "We're updating the issue view to help you get more done" notice?

At the top of every issue page I now see this notice

We're updating the issue view to help you get more done. Learn more or See the old view

I'd like to be able to dismiss or hide this.

Sound like you are referring to announcement banner 

"announcement banner to display pertinent information on all Jira pages"

Please check if that's the case by following these steps 

Configuring an announcement banner

1. Choose > System. 
2. Select User Interface > Announcement banner in the System panel below.
3. Enter the required text in the Announcement field.
4. Select the required Visibility Level for the banner.
5. Click the Set Banner button.

Depending on the visibility level selected, the banner will become visible throughout Jira.

Banner visibility mode

The announcement banner visibility level can be configured to specify to whom the banner will be displayed.

There are two modes:

Public — the banner is visible to everyone
Private — the banner is visible to logged-in users only

1. "Announcement banner" is not an option under "System > User Interface" for me.

2. This is a banner created by Atlassian, not something my team did.
