Is there a way to create a template for epics or stories that may need to be used by several squads

I need to be able to create a template for initiative/epic creation from Product Owners that have them complete specific questions when they create the Initiative or Epic.  I also need the same ability to have a template for stories that need to contain the same information across different projects/squads.

 

Is that possible in the server version of Jira?
