Is there a way to create a filter that can first filter by data in a Task, then by data in the Sub-task?

I need a way to filter sub tasks based on the contents of its Parent Task.  Is there a JQL search method of doing this?

Not by default. If you use plugins like JQL Tricks, it gives you such features.
