I have a project that has Format rules for the list view that I would like to copy over to a different project. Is there a way to do this without having to recreate the rules? These projects are all managed by the same account, so even better would be if I could somehow set these as a default for any project that gets created within this account. Is this possible?

Welcome to the Community! I don't think format rules can be exported from project to project to set by default, unfortunately. It seems like a great idea, though!

Can you maybe clarify what you mean by "Format rules"?
Are we talking about some native Jira functionality or maybe some third-party app functionality?
If you could share some screenshots, that would be great :)

As Carlos said, this is currently not possible. I've checked JAC for open suggestions but there isn't one related to what you're looking for.
What you can do is reach out to Atlassian Support and discuss it with them. Support staff can open a new suggestion related to this if one already doesn't exist.
Also, I agree—this might be beneficial for some teams. Something like global formatting rules would be nice as well.
