Considering every automation execution is worths it's weight in gold nowadays. Is there a way to get rid of 'assign user to an issue' automation? It seems like something that should come with the product out of the box, and be a setting change.

Yes. When editing the workflow, for each transition, add a "Post Function". Then select "assign to Current User".
