Is there a way to add View only Guest access to JIRA?

My Organization is needing to grant users read-only access to JIRA, mostly just to view team metrics. We do not want to assign a license for these users since they won't "use" JIRA. Any Ideas?

You can allow anonymous access to projects, but that does mean anyone who can reach your JIRA can read the projects that you open up

Is the access read-only, or can they edit/create issues?

Depends on what access you give them in the permission scheme.

If you're going to use "anonymous", we'd strongly recommend only giving them browse
