We are currently on the free tier for JIRA software cloud. We have enabled an incoming webhook in a MS Teams channel and copied the provided URL into a webhook created through the admin page in JIRA. I've selected all issue boxes. See screenshot - (webhook URL is cut intentionally)
No messages are posting to the Teams channel.
Any tricks or tips?

I already have JIRA cloud app activated and configured. It is way too verbose and takes up too much real estate on a screen for a single notification.
I have given up on activating webhooks in JIRA and have switched to automations and have started using the Send to MS Teams action to accomplish what I need.

You can use Advanced Microsoft Teams Jira Connector which allows you to receive less notifications and easily configure when/where/what to receive in Teams. And many other features. It is free for up to 10 people.
