I have been playing around a bit, but haven't been able to find a way to view Atlas goals in a Jira dashboard as it is today.
It might be good to know that Atlassian announced an entirely new dashboard experience coming to the Atlassian platform in the coming months (the alpha program was announced earlier in this community post). I would not be surprised if this would offer more capabilities.
Most "reporting" capabilities on goals are available directly from the Home Experience. What is already possible today is copying the URL of a view you build there and embed this as a smart link into Confluence. That may also be quite useful for stakeholders, as you can even add context descriptions there as well:
