Is there a request to create a status field for Jira projects?

As a portfolio manager, I need to distinguish between proposed projects, on-going development projects, projects in ramp down and closed projects, so that I can coordinate my organizations resources efficiently. 

For example, if a project is about move from a proposal to development, various competencies need to prepare resources, so that the development can start swiftly.

I need to be able to inform my organization and customers about a product that is moving from active development to ramp down.

You could potentially solve this with the help of a third party app. I found this one in my searches. There may be others. I have no first hand experience with the app, I am not affiliated with the vendor, and I am not compensated for mentioning it.

Thank you for the quick response. It's good to know that this feature is unlikely to be included in Jira anytime soon, so we can find a workaround.

Has some strong words about the "Project" in Jira. As I see it, Jira Projects could be thought of and probably be called "Products" because bugs, stories, epics etc. describe a product. Also it's a valid point that projects by definition have a start and an end, but so do products - discovery, development, ramp-down. In this regard I'd think that it would be logical to have a status field for the Jira "Projects". I wonder how other users of Jira have approached this issue.

When I train new employees to use Jira this "Project" vs. "Product" issue comes up often and causes confusion. "We are developing this SW product with Agile, why is it called a project?" To which, I can only reply that this just the way the tool is setup.
