Is there a recommended maintenance schedule for indexing?

Is there a recommended regular maintenance schedule for indexing Confluence and JIRA to ensure Search performs correctly?  1x a week during a weekend?

Generally, you should not need to do either if the systems are well maintained.  A requirement for regular indexing is usually indicative of a deeper problem with something that is damaging the index, and you should really be looking for that instead of doing regular re-indexing (that's plastering over cracks instead of fixing the actual problem!)
