You can check History tab in a ticket in order to retrieve all the history of the ticket.

Rather than interpret the change history, can you simply view the issue as it looked in the past like, for example, viewing different versions of a Confluence page?

unfortunately you can't do that using builtin features. I checked for an externa app into the marketplace but without success.

Seeing as there are webpanels on issue view, and that Jira does not store any historical data apart from change history (which really is just a string representation really), and that there are multiple web conditions and permission access involved in even rendering the issue let alone specific fields in it, this is not even possible to do on technical level since there is no framework for this at all.
