I work on a closed network and atlas-create-jira-plugin tries to do internet downloads which fail. Is there a ZIP of a jira plugin skeleton that I can download and do the air-gap transfer?
If so, are there files that I will have to edit for my local unzip?

No, there isn't, because it would not be a lot of use to you. If you did get one, you'll find that many times you add new functions to your code, maven will be going off to the internet to download new libraries and data. Same goes for Jira libraries and testing rigs.
In theory, you could get there, but the method is "develop your add-on on a machine that has internet access to the point where you know you are not going to need any new libraries, make sure you've run 'atlas-run' at least once, then transfer your whole plugin directory and maven repository to the air-gapped machine".
Thanks for the reply. Not much of an SDK. Our internet capable network is severly limited. No dev software, no install privs, and highly filtered. This will be a problem for us.
