Is the only way to get back to in progress to close the issue

Depends entirely on your workflow. If it has a transition from Closed to In Progress, you can use that.

Thanks, Nic. I sent you a copy of my workflow. Looks like I can go from Verified to Failed In Testing and then back to In Progress.
