Is the Issue Type Migration not retaining assignee value?

I am trying to transition from one Issue Type Scheme to another, and I chose to retain the original values for the "Assignee" field, but in the overview on the last page it says that the field will be updated with a new value (a specific user).
Is this a limitation of the summary screen, or would I be assigning every task with this type to this user if I proceed?
I am having the same issue. It allows me to check "Retain" on the "Assignee" field value, but on the summary screen it is set to be updated to a specific user. So which is it?
