I recently started using the free JIRA instance for personal use and I love it. Before I add all sorts of personal info in here, I want to make sure it is 100% secure and no outsider has access to my information even if it is read-only. I will be the only user on my instance.
Your answer will help me decide if I want to stay on JIRA or move to an alternative. Thanks in advance for your advice.

The answer is "it depends".
You have to set up the security for your Jira instance to determine who will and won't have access to it.
Which Jira product are you using: Work Management, Software, or Service Management?
With the Free version of the product all users who have access to you Jira product will have access to all projects equivalent to a Project Administrator. In the Free version you cannot customize those permissions.
You can, however, manage who has access to your Jira product.
If you don't grant any other people access to your Jira product, then the information will remain private to you.
