Is tehre XML import in the could version ?

Do you want to use and XML file to import issue data, as can be done with a CSV file?

Or is it a Jira backup in XML format?

I want to use XML, because the XML has the name of links as well.

What is the content of your XML file? Is it just issue data?

Issue data with links between them.   I generated myself.  I'm going to import a  jira  of my clinet int my cloud jira for visualizing dependencies.

There is not a native XML importer tool in Jira for importing just issue data. There might be a third party app if you look in the Marketplace. Otherwise you will have to convert the XML to CSV or JSON.
