Is possible to grant access to data export to Jira admins?

Data export is blocked for both applications, but I want Jira admins to be able to export data

What do you mean by "both applications"?

Exactly how are your Jira Admins trying to access "export data" functionality?

Data export has been blocked Org-wide. 

I thought as Jira or confluence admin you will be able to export data

How has data export been blocked? Has a Data Security Policy been set up, leveraging the functionality of Atlassian Guard?

While I have not worked with those before, I see that it states the policies are content-based, not user-based, which leads me to believe that it applies to all users in the same way. This method does not seem like the one to use if you want to block export based on user roles (i.e. admin vs. non-admin).
