I have a Custom issue type - say BigBug. I have a view screen to display the BigBug. I want to reorder the assignee and reporter, so that reporter always shows first and then assignee field should show. I noticed by reordering the fields in the configure screen for the view of BigBug has no effect on the order on this screen. I am thinking this is by design. But would like some expert opinions.

Besides the screen you also have a layout for the work item, which takes president over the screen. Try re-order your fields in the layout, located under Work Items > Layout.
@Mikael Sandberg Besides that some fields can be ”Pinned” by user what I find often helpful if you often reusing some Fields 🤠

My only other complain is that it is local to a specific project. Is there a way to make it a global setting? So that it can be applied to all the projects.

Sort of, you can use the Copy work item layout to apply it to other projects.

That can happen in Jira Cloud.
Even if you change the order on the screen, the issue view does not always respect that same order. In particular, fields like Reporter and Assignee are often placed by Jira itself.
So your setup on the screen can be correct, but the fields may still appear differently in the actual issue view.
In short: the screen controls whether the field is there, but the view layout controls how it is shown.
