This description states that one will have to log in with "Jira Administrator global permission" in order to import issues from CSV files.
I would like to know if there is some way for my IT department to set some detailed permissions to my user for a single Jira project, so that I can import issues into that project without beeing a global administrator. I doubt that my IT department will let any of us developers gain "Jira administrator global permission".

Yes, but not exactly. Users can create issues by importing data from a CSV by navigating to Issues > Import issues from CSV. Cheers!

I will investigate that option now. I wounder why most of the docs I have encountered this far all refer to the big import plugin that requires the admin role. Is this import function you refer to a simpler one, without support for hiearchies and links between issues?

I know that it is possible to configure Sub-tasks in Tasks when importing via CSV. I haven't done it before, but it also appears that you can Import Issue Links. I recommend performing the import into a test instance or project to refine the CSV configuration. Cheers!
