Is it possible to turn off notification when we assign a sub task to a project team member?

When we create a story and assign to a person.  There could be multiple sub tasks under that story. Probably assigned to the same person.  Is it possible to turn off email notification when a sub task got assigned?

The short answer is "yes" but the longer answer is "it's complicated" (not to do but the effects of it all).

For a given project, if you go to the project settings and then to "Notifications", you can see a notification for "Issue Assigned". You can change that to anything you want, INCLUDING not sending any notifications. While that will stop the emails when subtasks are assigned, it does it for ALL issue assign events for that project.

I concur that would be nicer to have a little more granularity and, if one is not careful, Jira's emails do get a bit car alarmish (however 8 + at least batches email notification events for a given issue which doesn't help in your case).

Sorry I couldn't be the bearer of better tidings in this regard.
