Is it possible to trasnfer all the licenses from one Atlassian account to another?

If I was leaving the company would it be possible to transfer all the licenses from my account to one of my colleague's, so he wouldn't have to use my profile to manage the licenses?

Current billing or technical contacts have the ability to make changes to license contacts within their My Atlassian account.
