Is it possible to show the expanded watcher list?

Our JIRA users want to see the watcher list on the same window as the issue, instead of as a hyperlink, but only for certain projects. Is this doable?

Not without further development. To modify the existing pane needs modification of a bundled plugin. A wiser choice would be to add a new tab or web panel to show it but needs a plugin.

Can the web panel be added onto the issue detail page? If yes, could you advise on how this can be done and which plugin to use for this?

You can have it on the right side of the view issue page, where you see 'People','Dates' etc.

If you must need it on the issue detail section, you can probably right a custom field that renders the view template with the list of watchers.
