Is it possible to see when a watcher has read a report?

I post weekly reports to an issue.  Is there a way to run a report or otherwise see when/if a watcher has read the report?

Side note:  After looking for about 3 min for the "Ask a question" button like there is is pretty much every other forum I participate in I found the "Create" button hidden at the top of the screen.  This brings you to yet another screen asking if I want to "create" a discussion or a question.  The answer to which is obvious by the screen I was on when I clicked "Create".   More silly over engineering by Atlassian.

Not via Jira. You could consider forwarding the report thru your email system and configure  receipt verified. However, I don't find this useful since all it means is they marked it as read not that they actually read it.

Thank you.  But using email is what Jira is supposed to free us from so that isn't a solution.  I thought if they opened it and I saw that then I would assume they read it.

Not a huge deal, but it would be nice .
