We are just starting with Jira and I was wondering if that is a built way to manage developers' capacity (without extensions - 3rd party software).
Basic concepts like you can find on Azure DevOps for example: Persons X availability for this sprint is 70 hours, that time gets reduced as I assigned tasks to person X (assuming all tasks have estimated hours). I have some visuals where I can easily spot resources who are over allocated.

Recently Atlassian announced a new feature called Individual Capacity Planning for Jira, which is currently in Early Access:

Jira by itself doesn’t have built-in developer capacity planning.
Out of the box Jira only has:
Original Estimate on issues
Basic workload views in dashboards
No automatic capacity allocation or over-allocation visuals
So you can’t do true capacity planning without a third-party extension.
A tool that does solve this nicely is Planyway for Jira — it lets you:
✔ Set each team member’s available hours
✔ Use issue estimates to auto-calculate workload
✔ See visuals of who’s over- or under-allocated
✔ Plan and adjust assignments on a timeline/Gantt
If your goal is to manage and visualize developer capacity, Planyway is a simple and effective option for Jira.
