Is it possible to make a linked issue across projects?

We're transitioning to Cloud at the moment and at the same time centralizing several groups into JIRA, but each with their own Project.

Most notably, there is a group of project managers who we've created a Project for. When creating a task for these groups, they would like to create links to tasks inside other projects. For example, the development group has their separate project. The help desk has a separate project.

So far as I can see Linked Issues only allow links within a project. Is there a good way to link an issue from a separate project in jira cloud?

Yes, you can link issues across projects, all you need to know is the issue key in order to do it. For example, we use it to link HR onboarding requests to tasks that live in order teams projects that they need to do.
