Is it possible to get a filter in Jira on who has updated issues?

As a user of Jira, not an admin person, is there a way of getting a list of who has updated certain issues?

 

Also, another question:

Why is it possible for someone to log time against an issue using Tempo but not log work in an issue because they haven't got edit access?  Is that just a configuration discrepancy in our organisation?

You can check the history tab on the issue to find out who updated the fields on that issue.

Regarding 'log work', Tempo won't override the permissions. It must be a configuration discrepancy.
