Is it possible to downgrade from Jira Server 8.15 to Jira Server 8.13.3

After upgrading my Jira service instance from 8.15 to 8.15 I am unable to get Jira Software working. This has never been a problem in the past.

At this point I just want the environment up and running.

Is it possible to download and install Jira Server 8.13.3 LTS? If so what are the proper steps to get this rolling?
