Is it possible to disable users from changing their Avatar and upload them via Rest API as an Admin?

I've searched far and wide, and it seems avatar upload solutions via the Rest API are typically for the currently logged in user.

Can someone guide me toward any documentation on how to update a different user's Avatar with an Admin account via the Rest API? Or another method which will allow me to update them as needed.

I currently have a process I'm setting up to sync user thumbnails in Active Directory (and will do so once per day if the image is modified, new images added, etc) and we would like to update their Avatar's in Jira at the same time, from the same script.

We would also like to disable the user from changing their Avatar. Lets just say this was a demand from Human Resources.

Never mind. Now that I'm a full admin, the code is working. The way it was explained (or lack there of) in the rest api documentation, didn't seem it could be done.

Anytime I think I've come across an answer, I realized that person was left unanswered or no solution found.

Is there no way to upload an avatar as another user? Or to re-assign the owner after upload, and set as their default. Etc.

I'm guessing this just cannot be done? It would be lovely if I could find a confirmation somewhere that this just isn't supported, perhaps intentionally?
